2. document issue (1-2 page research paper)

Research the history of the issue and document it, so we are knowledgable on the topic.

3. document other side of issue (about 1 page)

Consider the other side, and what possible counter auguments and counter claims they may have.

4. study principles, describe best possible outcome (½ - 1 page)

It is important to know what the ideal is, by which we should judge the reality.

5. predict pragmatically what is most likely to happen (½ - 1 page)

Return to reality and make some real predictions or suggest practical solutions.

6. combine into final version and polish.

Now you have created a magnum anni opus (major work of the year)
